PHPBB 3 Update

I just updated the forum. That might have broken something since I received some kind of fatal error during the update process.
I haven't noticed anything missing / broken yet so if you find any bugs, please report them here.

Oh, and Spyhobbit made us some cool banner stuff. If you have any ideas on how to improve those, please post here!

E: "View active topics" doesn't show active topics from all areas anymore. Use "View new posts" instead if you want to see the spam too.

E2: Old posts can no longer be deleted after 20 mins from the posting has passed. (Shouldn't concern moderators)

Managed to find a crappy workaround... It looks fine now but it won't be that easy to edit ;P
